Imagine sitting at home on an ordinary Friday evening when, without warning, your phone suddenly lights up, vibrates and begins making a loud alarm sound. You look down and see a message from the government telling you that there is a very high risk of wildfires across England and Wales.
For most people, the reaction is simple. You read the warning, perhaps check the news, and carry on with your evening. It is exactly what an emergency alert system is designed to achieve: reach millions of people quickly when there is a serious threat.
But what if the phone was never supposed to be seen?
For some domestic abuse survivors, a hidden or secondary mobile phone can be a lifeline. It may be used to contact a support organisation, speak to someone they trust, or make arrangements to leave an abusive relationship. Keeping that phone hidden can be part of staying safe.
That means an alert designed to protect someone from one danger can, in a very different situation, expose them to another.
The Alert That Caught Millions by Surprise
The emergency alert was issued across England and Wales following a period of serious wildfires, including a fire in Stourbridge in the West Midlands that destroyed 19 homes.
The message warned people that there was a very high risk of wildfires nationally and advised them to avoid activities such as using disposable barbecues, lighting fires or setting off fireworks. It was the biggest use of the UK's emergency alert system so far, making the scale of the notification particularly significant.
Most people received the alert at around 19:00 BST on Friday.
What made the experience unusual was that there had been little public warning that the message was coming. Unlike planned tests of the system, where people are normally told in advance, this was a genuine emergency communication.
That lack of warning is understandable from one perspective. When there is an immediate risk, authorities want to send information as quickly as possible. Every extra minute spent preparing a public announcement is potentially a minute in which people remain unaware of the danger.
However, speed also creates difficult questions when emergency systems interact with complicated realities that cannot be seen from the outside.
The Hidden Phone Problem
Domestic abuse survivors can face situations in which ordinary communication is not safe. An abusive partner may monitor a person's main phone, check messages, track their location or control access to their devices.
As a result, some survivors use a second phone that is deliberately kept secret.
That phone might remain switched off most of the time and hidden somewhere the abuser is unlikely to look. It may only be used when the survivor needs to contact someone safely. In some circumstances, the device can become part of a carefully planned route towards support or escape.
This is why the sound of an emergency alert can have consequences beyond the information contained in the message.
If a hidden phone suddenly begins to make a loud noise, the person hiding it may have only seconds to react. More importantly, if someone else hears the sound, the existence of the device may immediately become obvious.
For someone living in a safe household, an emergency alert is an inconvenience at worst. For someone trying to keep a secret phone hidden from an abusive partner, the same alert can potentially expose a source of help.
Why the Government Uses These Alerts
It is important to understand why emergency alerts exist in the first place.
The UK's Emergency Alerts system was created to allow authorities to communicate directly with people in a particular area or across a wider part of the country when there is a serious threat to life.
The advantage is obvious. Authorities do not have to depend entirely on television broadcasts, websites, social media or people checking the news. The message reaches compatible mobile phones directly.
That can be extremely valuable during floods, fires, extreme weather, public safety incidents and other emergencies.
The wildfire warning demonstrates exactly why such a system exists. When conditions are dangerous, authorities need people to change their behaviour quickly. Telling people not to use naked flames or disposable barbecues can potentially prevent additional fires and reduce pressure on emergency services.
In other words, the alert was not unnecessary. It served an important public safety purpose.
The problem is not necessarily the existence of the warning. The problem is that a single system has to serve millions of people whose circumstances can be radically different.
One Message, Very Different Consequences
This is perhaps the most interesting part of the issue.
The government sees a population that needs information. The alert system sees mobile phones. But neither necessarily sees the circumstances surrounding those phones.
One person might receive the message while sitting safely at home with their family. Another might receive it while driving. Someone else might be in a hospital, at work or outdoors.
And another person might be sitting quietly beside an abusive partner, hoping that a hidden phone remains undiscovered.
The message itself is identical. The consequences are not.
This is one of the challenges that comes with building large-scale technology for public safety. Systems are often designed around the majority because they have to work at national scale. Yet the people most vulnerable to unintended consequences can sometimes be those who exist outside the assumptions built into the system.
That does not mean emergency alerts should not be used. It means their design has to become more thoughtful.
Campaigners Want More Warning Where Possible
Women's Aid, a national charity working to end domestic abuse, has called for more forewarning of emergency alerts wherever circumstances allow.
The concern is not that survivors should receive less protection from emergencies. Instead, campaigners argue that advance information, when it is safe and operationally possible, could give people with hidden phones an opportunity to protect themselves.
The difficulty is that advance warning cannot always be guaranteed.
If authorities know several hours in advance that an alert will be sent, there may be an opportunity to tell the public. In an immediate life-threatening situation, however, waiting could defeat the purpose of the system.
This creates a balance that is much harder than simply deciding whether an alert should be sent.
